If you are not registered, don't charge GST. Don't show 0% GST in invoice. If you are registered, then you have to mandatorily charge GST even if turnover is less than 20 lakhs. Taxability is triggered the moment you get yourself registered.

Rate of tax depends upon the goods or services you are supplying. Please note- 0% rate of tax can be charged only for 0-rated items and that means only exports or supplies to SEZ. In no other case, you can show 0% as a line item of tax in your invoice.

I have a Site idea and the idea seems to be very good on paper. Trouble is that its in the grey area where it can be called lottery or gambling - although it is not.

The Law in India says that I can host public games if they do not involve money as prize. Otherwise, I can host it in closed group format. As in some particular set of people only and not public.

Can I host the site and start my startup in India, but serve other countries where there are no such laws?

Or do I need to host and register my company in another country?
