The valuation of any startup is based on the previous rounds of funding raised. If you are seeking to fund for the first time (seed funding) the investor will look at the strength of your team, validation and market fit of the idea, business model and then invest accordingly. So, I would suggest you work on these aspects very hard and then approach different angel investors or accelerators.
