Yes, GST has repalced VAT and service tax but still few taxes and commodities are not part of the uniform GST tax code. Petroleum and liquor is primarily kept out of the purview of GST. One can start business in any state of India but need to get registered separately in that state because it is divided between state and central govt sharing.
