When can a product manager decide about the right time of launch of product and when can he decide to stop the launch?

Which one is right to say he and he or he and him
Like if someone stop me amd ask me which one broke the window and there was two kids. Should i say he and him or he and he?

If it were me I would launch it when sales of everything else is down. And then if I was losing money on that product that's when I would pull it
