Naturally formed, above water at high tide, and can sustain human habitation
The definition comes from the current United Nations Convention on the Law of the Sea, signed in 1982 and effective from 1994. As of June 2016, 167 countries and the European Union have joined in the Convention. Australia, because of its size, is regarded as a continent rather than an island.
