It is double-landlocked
A country is "double-landlocked" when it is surrounded entirely by one or more landlocked countries (requiring the crossing of at least two national borders to reach a coastline); Liechtenstein and Uzbekistan are the only two double-landlocked countries in the world. Of the other options: Liechtenstein has no military at all; CSTO is an alliance of former Soviet states; although Uzbekistan does maintain naval forces it is one of many landlocked countries to do so, and Liechtenstein is not one of those.
