This was the 1983 Nobel Peace Prize. Walesa had just been released from internment In his home country of Poland. Liu Xiaobo also did not receive his Nobel Peace Prize (in 2010) in person - he was in prison In China - but his wife was not able to attend on his behalf because she was under house arrest; China boycotted the prize ceremony.
