Operation Just Cause
Noriega was wanted by the US for racketeering and drug trafficking. Bush said he had ordered military forces to Panama to "protect the lives of American citizens" and bring Noriega "to justice". More than 20,000 US troops invaded, and seized control of key military installations. Following the operation, the Panama Defence Forces were dissolved and President-elect Guillermo Endara was sworn into office. The United Nations General Assembly and the Organization of American States condemned the invasion as a violation of international law.
