A system of government
Lycia flourished in Anatolia, largely in what is now Turkiye, from the 2nd millennium BCE until about the 2nd century BCE. It instituted the Lycian League, a democratic federation of 23 Lycian cities and a form of government whereby principal cities had 3 votes while the others had 2 votes or 1 depending on their size. Lycia, and the League, was finally absorbed into the Roman Empire and ceased to exist from the 1st century CE.
