Number is odd as when you divide by 2 then balance 1
Number is divisible by 7.
Number is divisible by 5 balance is 4 means last digit is 9 or 4 but 4 is ruled out as number is odd.

Now first number is 49 (div by 7) which is ruled but as div by 3 is not resulting of balance as 2.
Next is (70+49 = 119) which is satisfying the all the rules.

Answer: 119
