The headquarters of International Cricket Council was shifted from London to Dubai in 2005 as the British Government refused to grant concessions on taxes that were available at Dubai. It also reflected Asia as the nucleus of the new economy of cricket with most of sponsorship and viewership being generated from Asian countries.
Since India had the largest viewership for the game amongst the cricket-playing nations and the largest market in the cricketing world, the game's center of gravity shifted to South Asia. This shift was symbolized by the shifting of the ICC headquarters from London to tax-free Dubai.
