LTE FDDRB allocations for UL and DL can be asymmetrical?

I would like to ask if in LTE FDD deployments if the RB allocations for UL and DL can be asymmetrical?

For example, if I am doing Youtube viewing on my device and I am allocated for 50RB (10MHz) channel for my DL, can my uplink be assigned for only 6RB for example?

This is similar to how TDD deployments, where its expected for the UL/DL to be asymmetrical and TDD take advantage of this to maximize spectrum utilization.

If this is the case that FDD can be asymmetrical - then FDD can be as spectral efficient as TDD Right?

Yes in LTE FDD, DL and UL can have different bandwidth. I.e it can have diffent number of rb in DL and UL .
