"Cell Individual offset" parameter is mainly for two purposes either during cell re-selection or during taking decision to trigger measurement report. Network may configure an offset value for each cell . It helps to increase or reduce the cell border.
It can be a positive or a negative value. In case of positive value, it reduce the border boundary and increase the probability of successful handover. While for a negative value , results revert.
