Is it possible to handover between Different LTE Bands on RRC Connected?

In my country LTE bands are Band 4 AWS and Band 28 APT.

So I noticed that when i approach to the cell edge in Band 4 or Band 28, it disconnects from LTE and roll back to 3G. This happens when the RRC is in CONNECTED state (almost always), but not on RRC IDLE.

It is possible to handover from Band 4 to Band 28 without LTE Dropping so frequently?.

Inter Band handover is nothing but inter-frequency handover. If an operator holds both the bands or two different operators have these band and they also have agreement then handover can be done.

Technically there is no issue. Source eNodeB should ask UE to measure inter frequency signal strength . If the reported signal strength is good enough to make handover decision then source eNodeB proceeds further through either X2 or S1 based on the deployed network.

Event I tested in my lab inter-frequency handover connecting to same MME.

Excellent. Months had passed since my carrier deployed Band 28 LTE.
Now it has Carrier Aggregation.
But Handover between these bands (4 and 28) aren't working.
Only cell Reselection (RRC in IDLE)

Anyone have a test, video, image where I could see the handover om action?

I was thinking, Is it possible UE sends RRC connection reconfiguration complete message to target eNodeB without doing the RACH ? I meant to say, resource reserved by target eNodeB and send to UE within the handover command message ?
