As per my understanding of RRC re-establishment procedure, eNodeB shall not modify "RadioResourceConfigDedicated" IE information since it is not necessary re-establishment request is received at same eNodeB or different eNodeB .
If re-establishment is received at the different eNodeB, at which there is no context for that UE. It proceeds with normal re-establishment procedure to establish SRB1 (dedicated signalling channel) for the UE. Once it is established, eNodeb may ask for rlf-report from the UE by using the "UE Information " Procedure. After receiving the rlf information it forwards to source eNodeB.
Source eNodeB may change some configuration dynamically so that other UEs do not the RLF while at the target eNodeB on which UE has re-established may take into account the RLF report information and can impose different configuration.
This is my thought process, reality may be different. Looking from others to respond so that I can correct myself if my understanding is not correct.
