LTE: Why the default value of mobile reachable timer is kept 4 minutes more than the Timer T3412 timer value ?

In 3GPP 24.301 specification, the default value of the mobile reachable timer is 4 minutes + the value of timer T3412 (Tracking Area Update) timer. What could be the reason behind this magic number "4" ?
