LTE : What could be the reason behind broadcasting intraFreqBlackCellList information ?

How does an eNodeB make out that a particular neighbor cell is blacklisted and also why does it consider as blacklisted ?

ENB prepares neighbour list that nrt can have neighbours as black/white list cell. ENB provides black,white list cell info to UE through rrc reconfiguration . If UE receives any black list cell in rrc reconfiguration then it UE will not consider that cell PCI for HO measurement.

IDLE mode UE gets black cell info from sib4/sib5. UE will not consider black cell for cell reselection.
