High paging activity in the system is known as "thrashing". Thrashing occurs in the system when the minimum no. of required pages not available in the system. In other words, when page fault rate is high. Due to thrashing, CPU utilization becomes low. Thrashing is a CPU state when system performs productive work less and more time is spent on swapping.
