LTE : Is it possible to control the reattempts of insufficient balance subscribers

I am observing huge failure and retry for 4G , this is due to insufficient balance subscribers. Is there any option at network level to restrict the N-number attempts. And i have an another question , If 4G Bearer creation is failed , then what is the switchover time for 3G , Will MME trigger Purge ??

I believe you are talking about CCR/CCA. For requested CCR you are receiving failure  which can have TERMINATE, CONTINUE or RETRY_AND_TERMINATE. Based on which you terminate the session.

Yes,  We are receiving failure CCA then Termination and again Retry for the same subscriber. Since my network is MVNO , We doesn't have visibility on Radio part.
In that case you can handle it in the application send CCR again at increasing interval i.e. say after n sec in first retry, 2n sec in next retry, 4n sec in next this is decrease the flood of the messages.
AFAIK there is no such option to tell when to retry again.

Though it is possible to control, regarding which other learned professionals have already mentioned the steps, you could look at positive aspects of allowing them to enjoy the services a bit more to help them continue an ongoing call rather than abruptly terminate. So, in essence you have all controls and you could influence the choices. Here is additional info which is helpful

This practice is also implemented in RFID driven vehicular controls for use of certain road or toll payments that is automated in many parts of the world and should your vehicle does not have sufficient balance at the time of crossing say an unmanned barricade, the vehicle is still allowed and when you top up, you will discover a negative balance with billing report for substatiation. We have done some workaround to provide positive response for insufficient balance subscriber , So that a PDP session will be created with minimal grant / usage.
With the help of idle timer (Set as 1 Hr) we can manage the session & restrict the reattempts. For 3G service its working fine , But , in 4G case still we are observing high purge attempts towards HSS.
Can anyone please explain , If 4G service activation gets failed , then what will be the next action from MME. Will it trigger Purge message ? to switch over the service from 4G to 3G.

In one Diameter blog, I saw a statement in which mentioned, if a Diameter node receive CER from unknown peer it responds back to that peer with Result-Code AVP set to "DIAMETER_UNKNOWN_PEER".
Now my query, Does a Diameter node keep its potential peers information in advance ?
