Is PDCCH channel required for cross carrier Downlink only carrier in LTE?

With Cross Carrier Scheduling, UE do not ned to read pdcch on secondary cell.

Can here we assume that such secondary cells does not transmit PDCCH channel and only transmit reference channel, MIB and PDSCH?

I think when more than one UE are attached. Some UE have cross carrier scheduling capability and some do not have. If eNB is scheduling two UE in a tti one with cross carrier and other without cross carrier then eNB has to send Pdcch on all cc. But the UE for which cross carrier scheduling is enabled that needs to read Pdcch only with PCC and other UE needs to read Pdcch on all cc.

if cross carrier scheduling is enabled then primary cell can schedule the secondary ENB, then will UE monitor the PDCCH of secondary cell? if yes Why it is required?

I don't know the complete use of CQI at eNodeB. Does it impact only downlink scheduling parameters or also considered while granting uplink resources ?
