PDCP layer is last one who interacts with the IP layer in the user plane or the RRC layer in the control plane. So in case of AS security i.e secure delivery of RRC msgs in control plane and secure delivery of IP packets in user plane, PDCP is best option.

As RLC layer Seq. numbering is used to keep a track of packets to ARQ and PDCP, then SN should be given to RLC PDU, otherwise how it will happen in case of Segmentation and Re-segmentation?
SN is used for sequence delivery then why do we need two SN in PDCP and RLC?
