In TDD, Msg3 Retxs and UL data Retxns how to schedule without overlap?

For UL data nacked by eNodeB, when UE should Retx data (is it fixed for +4 subframes after received nack or next available UL frame???).

As we know UL is Synchronous HARQ process. if UE cant send in +4 SFs all the time how eNodeB identies respected data?

Due to UL data Retxns , MSG3 Retxs reaching max value and RACH failure happening ??? How to Avoid this conflict?
