I heard about the term PRS (Positing Reference Signal) that is used to calculate location of an UE. UE will receive PRS from three different eNodeBs and it responds back serving eNodeB with the RSTD (Reference Signal Time Difference). 3GPP 36.211 specification covers about this concept.
I think that on the UE side, the number of performing mobility during time period is used to calculate the mobility states, like high-mobility, medium-mobility. More detailed maybe you can see spec 36.304.

Since Ue can be configured for measure at the time of RRC Connection Setup. What is the probability to get mobility control info inside RRC Connection Reconfiguration as part of initial attach procedure.
