Why there is a dedicated MAC process for BCH?

There is no dedicated entity for MAC. No other MAC specs says seperate entity for MAC BCH. same scheduler can handle all transport channel like DL-SCH , Dl-CCH ,PCH,BCH.
In LTE we use headers in one side and followed by data PDU,but why there is a change in 5G . like after every single header there is a PDU and so on?
Is There any cases that RLC posts the buffer more than grant given by MAC layer? If so, how Mac treats that buffer? And what are futher steps to process that buffer?
