Will UE be able to quit measurement GAP if the target load balance cell doesn't meet throughput condition?

As per my understanding No it won’t, It will still measure the Inter frequency until the enodeb sends the interfreqency relation.

So if If it won't quit measurement gap because target cell doesn't meet throughput condition, then the UE on the source cell speeds will degrade as it stuck on measurement gap.

Should node allow UE quit to measurement gap in this scenario?

Measurement gap configuration does not depend upon throughput condition. Suppose if multiple UEs are connected to one eNodeB and for some UEs meas gap is configured. If UE which have meas gap and is going in meas gap then this time eNodeB can schedule other UE. So that overall cell throughput will not reduce.

If eNodeB have only single ue with meas gap configured then overall throughput will be impacted. To remove the meas gap configured to UE, we need to understand the eNodeB procedure in which condition it will release the meas gap. Accordingly need to move UE in such situation to release the meas gap and then UE can get full through put.
