How to force sending a SMS to every phone within a small area using SDR?

I would like to know what do I need to have/do in order to star working on this. My main Idea is to use SDR (maybe USRP, maybe GNU Radio HW) to fake a BaseStation (transmitting in a high power, I guess) so all the cell phones within a small area would receive Broadcasted SMS. This is intended to be used in rescue labours and looking for missing people/children in crowded areas such as beaches, concerts, etc. ANY help or comments that you could give is going to be helpful. Since SG-SMS messages are carried over the downlink NAS is it possible that a flood of SMS messages from the SMSC can deny services to users in the affected cells? The use case is associated with location-based SMS.

If a large number of SMS messages are sent to a targeted group of users within a cell is it possible that the NAS cannot serve requests to establish connections from the UEs? Is it possible to prioritize the information carried over the NAS or, failing that, to randomize the selection of which messages are sent so that SMS does not prevent other service requests from being processed?

If a UE is connected to LTE network, can it receive SMS services too ? If yes then how it can be achieved ? How the signalling or SMS messages will flow between UE and Network ?
