LTE: Is the inter operator handover possible between two LTE networks ?

I went through the call flow diagram that is shown in 23.401 specification and tried to understand data flow (down link and up link both) through indirect data tunnels. I was bit confused that's why post my query here.

LTE network supports various types of handovers such as X2, S1 and S10 handover. As part of handover, UE moves from source eNodeB to another eNodeB. Target eNodeB can belong to same operator as well as different operator. If network operators are ready to share their network and network is deployed handover can be done. Since all these interfaces does not limited within the network nodes of an operator. All these interfaces cane be established between network nodes of two different operators.
3GPP defined MOCN architecture in which one eNodeB can be shared with two different operators.

As per my understanding, If other Enb operator sharing the source Enb operator means UE can do handover otherwise source ENb will reject the handover.
