I saw PUCCH resources are reserved at both the end of system bandwidth ? I am looking for the reason why it is done so ?

to simpify the access and reduce the complexity at the UE end, Because UE supports only contineous allocation so we cant assign PUCCH resource in the middle.
RACH procedure can be done by any number of UEs in a cell. But I want to know how many maximum RACH preambles can be decoded successfully at eNodeB and what factors derive this ?
What things are considered to calculate the minimum RBs that need to broadcast master information block information ? I am expecting a detailed information to strengthen my knowledge. Thanks in advance.
