What is the difference between Radio Admission control and Radio bearer control in RRM?

Can someone explain how RRM configures different LTE measurement events. What all factors goes into consideration while sending a new MeasConfig to UE from RRM.

Radio Admission Control (RAC) module of RRM takes decision on admission or rejection for a new radio bearer. While Radio Bearer Control takes care of bearer maintenance and bearer release operations. This is conceptual/theoretical difference between these two modules. However it is completely vendor implementation dependent.
