LTE: Why SGW includes ARP while sending downlink data notification to MME ?

I know SGW sends "DDN" to MME when it receives down link data for an IDLE UE. MME already knows ARP and other information of a bearer then why SGW includes ARP in DDN for a bearer.

Really it is a valid and interesting question. As far as I have understanding of S11 interface, there is no need to send ARP parameter in DDN from SGW to PGW because MME has already all these information and MME takes decision based on ARP parameters.

Looking for other professionals to respond over this question.

Thanks Vikram to share your thoughts over this query but still it is unclear to me why SGW sends ARP information when it is sending bearer Ids for which data is received in UE-IDLE mode ?

When UE is idle and there is DL traffic, the SGW sends Downlink data notification to the MME.

The MME page the Mobile, if this paging fails for any reason (in my case the UE lost the radio) the MME sends downlink data notification failure to the SGW,

What happens if after some time there is more traffic downlink to the EU. Should the SGW send a new downlink data notification to the MME? How long does it wait before sending?

...
