In lab environment it is possible to establish X2 link between two eNodeBs boardcasting the different PLMNs and X2 handover can be executed. But in the real deployment mostly only one PLMN is associated with one MME/Operator that's why both the eNodeB would be connected to different MMEs.
In this scenario only S1-based handover can be executed. In essence, broadcasting of different PLMN does not restrict execution of X2 handover.

I found two MME UE S1-AP IDs i.e. MME UE S1AP ID (Mandatory) and MME UE S1AP ID 2 (optional).
I got why mandatory one is present but what's use of optional one.

Can someone please explain it ?

In case of S1-handover with the MME relocation, source MME sends an information "Target Identification" to target MME.
What the target MME does by receiving TAC, when an enodeb can be identified uniquely by using combination of (PLMN + Macro/Home ENodeB) ?

Can someone tell me what the purpose behind to send TAC as part of Target Id IE ?

Suppose I have two eNBs, configured as S1 intra-frequency neighbours and my UE is attached to one of them. There is no X2 connection present between them.
Now, I have done admin down to the source eNB. So, HO process is triggered. As a consequence of this, source eNB sends HO required message to MME.

My query is, in this HO required message, what should be the value of ac-BarringFactor??
Should it be P00 or the last value set before admin down(e.g., P95)?
