when static IP address allocation scheme in better than dynamic one in lte?

Is it network choice or user choice to assign static IP address ? I want to know when these decisions are taken and which element of the network takes these types of decision ?

Static IP is mainly used for M2M (Machine-to-Machine). Usually a specific APN is used for static IP allocation. I don't know any LTE network that uses static IP allocation for mobile UEs.
