How and when does the enodeb activate or deactivate LTE-WifiAggregation?

There can be various reasons to de-activate LTE-WiFI aggregation (LWA) but when LWA is disabled/de-activate for an UE, eNodeB does corresponding signalling for the UE towards Wi-Fi network and at the same time eNodeB updates the configuration at UE using rrcConnectionReconfiguration signalling message.

This is not a usual case. Assume an eNodeB has multiple bearers (GBR and non-GBR) with the UE, eNodeB enforces subscribed downlink data rate by using the different scheduling algorithm. Can eNodeB reject the uplink grant assuming UE is crossing its subscribed limit ?

What parameters are considered to take decision on transmission mode ? Does the eNodeB inform to UE about the selected TM ?
