There are two things in telecom network "voice" and "data". LTE architecture is completely based on IP and if UE is connected to network it will have at least one IP address. Everyone knows if any information flows in network in form of IP packets, known as data packets. Even voice is also travel in form of data (VoIP) through LTE network. In short, if your device has an IP address allocated by LTE network it means it has data connection with the network and it can access internet connection.
This is same as if your PC/laptop does not have IP address it can't access internet.
