Attach request without PDN connectivity request?Is this scenarion is possible in LTE?

I am facing a problem. UE complete attach procedure with LTE bearer but after this it is not sending PDN connectivity request for IMS attached.

UE is capable of VOLTE services

Please share your opinion and views on this problem.

1. This is implementation based.None of the vendor's currently implement this.
2. In release 13, network with NB-IOT support also support attach without pdn.

Yes, this is possible.I know some VoIP applications do this as part of the LTE bring up and which connects to a special / PDN rather than default.
