What is difference in considering parametrs for DL and UL Scheduling?

Please explain the parameters for DL and UL separetely ??

Dl Scheduler :
CQI/PMI/RI report , BW available, QCI parameters of particular bearer

UL Scheduler :
SRS, BW availablity , QCI parameter of particular bearer. while scheduling UL MCS will be lesser than ENB MCS because of UE capability.
