LTE with Data OFF Scenario

Hi,

Since LTE is based over data, a PDP session is established during the attach procedure.

I found out that some phones, especially modern ones, when moving from a Wifi network to LTE with Data Off, accept some traffic which is then charged. What solution do you implement in your network? Also I think that on PDP activation, even though Data is OFF, OCS will assign a chunk of data, and I think this will create a problem especially in Pay Per Use users since OCS will reserve an amount of money and then released once user disconnects from LTE.

What is the ideal way to overcome this problem in LTE?

I was reading about the IP offloading in UMTS network using the IuPS interface, if we map the same technology to LTE then it should be from S1 interface. Since S1 interface is secure interface so it would be impossible to tap the data/sigalling at the S1 interface (my assumption). So can I assume the offloading in the LTE network is not possible.

What are the advantage of LTE to Wifi Data offload, it is anyway different then other technologies offloading.

Now and days, various technology options are coming out which can be used to improve LTE throughput as well as LTE capacity. LTE-U/LAA, LWA are well known options. Would operators prefer to have different charging fro different access or the user will be charged same whether it is receiving data through any access (i.e. LTE-U/LAA or LWA) ?
