LTE: What is the use of different RV values while sending NACK from eNodeB to UE over the PHICH ?

I did not get the use of different RV values that come from eNodeB to UE.

redundency version (RV) denotes the position in the circular buffer from where UE have to decode its data which can be possible to retreive data successfully. Hence with different RV UE decoding possition varies so that the possibility of getting data will be increased.

EnodeB considers CQI feedback from the UE before creating the transport block.
As per my understanding PUCCH resource allocation is not very dynamic. In this case how UE decide to use a specific MCS (Modulation and Coding Scheme) while using PUCCH channel ?
