Each node has its hardware and software limitation. Based on the circle size and number of expected subscribes, operator does planning and they deploy different kinds of nodes in their network. Based on type of service, PGW selection is done at MME. But actual number of PGWs might be more to avoid single point of failure.
As per my knowledge, PGW is selected based on the type of service UE is asking and also which node is best suited to serve a request in case more than one PGW are available to serve the same service. SGW is selected by MME based on the location of UE.

Because combined S-GW/P-GW is one node, so do we still need to implement the connection between them?
