In LTE MAX to PHY delay will be 1ms in every set of MPI message ,but in 5G TTI is 100microsecond then how MAC will prepare MPI messages in 100microsecond?

It is design specific question,it will be varying vendor to vendor and these layers are software so if you have high end multi threaded platform then it is possible.Basically you should have optimized LTE stack.
As per my knowledge MAC scheduler (Macro ENB) requires at least 400 micro seconds to schedule the UE's ,then How it adopts to 5G
In normal case HARQ re- transmission will be 4 in UL, But What should be the ideal value if TTI bundling is enabled?
