How ENB recognize incoming packet is voice packet or data packet?

How ENB gives priority to these different packets , as per my knowledge both the service will IP packets then how it will recognize?

eNodeB does different treatment for IP packets based on the bearer QCI through which packets are being passed. Typically, VoLTE data packet goes through QCI = 1 bearer.

Radio bearer with QCI "1" is considered for voice services and algorithm at the eNodeB MAC layer takes care of different treatment for voice packets. Explicitly, eNodeB does not look into IP packets carrying voice.

In TS 23.221 7.2a, there is a note describe that "Whether to perform combined EPS/IMSI attach/combined TA/LA Update or EPS attach/TAU for the case of "IMS PS Voice preferred" is to be evaluated in each release of the specifications.", but I can not find any information about that.
