Can i make call using LTE wifi?Does anyone supports this?

I have JIO LTE hotspot but it is not allowed to make call how and what should i change in LTE to make this work

Install the Jio App in your mobile and connect the mobile to the hotspot. Then make a call which will go through the LTE Wifi...

But it is not an actual call right , it looks like VOIP (like skype or IMO calling ) but i want to make an normal call?
Yes VoIP at the originating end and call termination depends on the other end. Only incumbent player who installed 4G will have normal call on legacy/3g network and all greenfield operator in case of 4G will have full 4G implementation.

Because all the packets are IP based packets in LTE, bearer implementation is upto ENB implementation specific , ENB can allocate any bearer fro any service if they want,in this scenario how voice call will be tracked for security purpose?

Can I use voice call (VOLTE) in the secondary cell? For e.g use TCP download for primary cell and VOLTE call for secondary cell, is this possible?
