What is the use of I-RNTI in 5G?

They say it is unique identifier of ENB but where it will be useful?

Hi Jaganathan, Though I have not started any development work but based on my study, I-RNTI is the identity used to identify UE at RRC-INACTIVE state. In 5G at RRC layer, one more state in introduced compared to earlier RRC layer which was having only two states known as RRC-IDLE and RRC-CONNECTED state. In RRC-INACTIVE state, UE and next generation RAN would maintain UE's Access Stratum context.

Yeah , however if you maintain UE context while in inactive state then why cant you use C-RNIT to identify the UE ?Why I-RNTI is required

What is the priority order of LC's such as (CRNTI MAC CE,BSR MAC CE,PHR MAC CE,PHR MAC CE,CCCH etc)
In 4G it is CCCH/C-RNTI MAC CE -> BSR MAC CE -> PHR MAC CE and what about 5G?
