LTE: What is CBRS and why it is becoming so popular now and days ?

Recently, I heard a term CBRS, stands for Citizens Broadband Radio Access. It works over 3.5 Ghz and LTE radio network can be deployed using this spectrum. I want to know that is it same as WiFi in terms of flexibility and performance ? If it is not then what are advantages it provides to end users/traditional carriers/new players ?
