Why do we have two following IE in 5G?

drx-HARQ-RTT-TimerDL , drx-HARQ-RTT-TimerUL. How ever any one of this enough to say RTT right?

drx-HARQ-RTT-TimerDL - the minimum duration before a DL assignment for HARQ retransmission is expected by the MAC entity.
drx-HARQ-RTT-TimerUL- the minimum duration before a UL HARQ retransmission grant is expected by the MAC entity.
These two timer used in 5G to controls DRX operation . RTT -HARQ process transmission.

Thank you, this i understood, but why do we need two IE, any one of this is enough to control both UL and DL right . Is there any scenario both values indicated different.
