I don't know the complete use of CQI at eNodeB. Does it impact only downlink scheduling parameters or also considered while granting uplink resources ?

According to spec 36.331 we should give idle period to UE to get CGI info, this is done by giving Drx configuration but still UE is not reporting CGI.

Please can any one help me where I am failing.

Following scenario tested :
UE is attached. Changed the value of Pmax from Zero to 20.

Observations :
eNodeB is sending SIB1 followed by paging message. SIB1 systemInfoValueTag is also changed.
As per 36.331 on modification of any SIB1 parameter, systemInfoValueTag should not be changed.

Questions :
Could you please clarify me, in what scenarios the systemInfoValuetag present in SIB1 should be changed and in which scenarios it should not be changed ?
Also how would the UE decode the system information in these scenarios ?

I'm a little confused about the description of RNTI values used for scrambling DL-SCH data in Section 7.1 of 36.213. My questions are the following,

a) From the Transmitter(eNB) perspective, how do we pick the right RNTI value for scrambling DL-SCH data as part of the PDSCH processing ?. To elaborate, Is the choice between C-RNTI, SI-RNTI, P-RNTI for c_init made based on Transmission Scheme ? How ?

b) What is the range ( in decimal values) corresponding to each of the above mentioned RNTI choices ?
