LTE: What is the structure of SIBs inside an SI message?

It is my understanding that more SIBs can be scheduled inside a single SI message, but it is not clear to me how to read them inside an SI message, once I know where to find it. Are their contents simply one after another (as in let's say [SIB2 content | SIB3 content]) or is there a special structure to them?

Well, first you should get mib message.
From mib message you would know how to receive sib1.
In sib1, there has other sibs' scheduling.
you could check 26.331.

Hi,

SIB message doesn't contain other SI's , SIB will have scheduling information of other SI's. It has only SF information where other SI's will be scheduled.

What is the relationship between SIB1 and all SI periodicities of all SIB's. Did all the SIB's(SIB2,SIB3..) information related to SIB1

During a LTE attach, MME may send the UE a EMM Information message with Universal time and local time zone IE. This IE contains Year, month, day, hour, min, sec.
My problem is that I can not find any reference yet about what should be the value of the year. Is it calculated from 1900 or 2000 or as it is ? or there is some other reference year ?
Any reference spec with this particular information will be highly helpful.
