Wherever a procedure can be executed multiple times parallelly, some identifier is required to associate messages with one particular procedure. Procedure transaction identifier plays the same role. There are many messages which can be initiated at UE in parallel mode and UE also includes PTI in those messages. Once the procedure gets completed, PTI is released.
All the session management procedures (either default or dedicated bearer) use PTI.
