How UE behaves if ENB doesn't provide enough bitrate in GBR bearer?

in same PUCCH occasion if UE has more than one PUCCH resource for SR transmission then How UE selects the resource.

Hi,

It is implementation specific question , If ENB gives an GBR configuration then it has to provide that experience, otherwise user will face bad cellular experience . UE cannot take any further action on this and no spec says about this. This should be taken care by operator otherwie change the operator :)
