LTE CA - Why UE releases SCells before doing handover with carrier aggregation?

WHY there is not resource allocation in carrier aggregation . there is resource allocation only on PCC ? how to debug this issue

It's not necessary to release scells before doing HO. Scells can be added with HO if UE capability supports FGI bit 112 as true. If fgi 112 is not true then enb should release scells before HO.
